Circular No: 08/2026 18 May 2026
Traders and Declaring Agents
Dear Sir/Madam
NEW LOCATION CODE “ELH” FOR SINGPOST REGIONAL ECOMMERCE LOGISTICS HUB
With effect from 1 Jun 2026, SingPost’s inbound postal operations at Singapore Post Centre
will cease and operations will be consolidated at the Airmail Transit Centre (“ATC”) located within
the Changi Airfreight Centre Free Trade Zone. As such, all inbound postal articles via air/land/sea
will be cleared at ATC. In the event of a contingency, the SingPost Regional eCommerce Logistics
Hub (“ELH”) will serve as an alternative facility to ATC.
2 All importation of postal articles containing controlled goods via ATC (and ELH during
contingencies) is to be covered by the relevant Customs import permit. The Customs import permit
is required for clearance by ICA officers before the goods can be released for delivery.
3 When submitting your TradeNet permit application for the importation of postal articles via
ATC or ELH, please declare the following Location Code and Location Name accordingly:
Main Facility
Location Code: ATC
Location Name: Airmail Transit Centre
Alternative Facility
Location Code: ELH
Location Name: SingPost Regional eCommerce Logistics Hub
4 If you are a TradeNet user, please ensure that your TradeNet Front-end solution is updated
with the above new Location Code and Name for ELH.
5 Given that operations will cease at Singapore Post Centre from 1 Jun 2026, the below
Location Code and Location Name will no longer be valid and should not be declared in permit
applications for the importation of postal articles with effect from 1 Jun 2026:
Location Code: MPC
Location Name: Mails & Parcel Centre

Yours faithfully
