Dear Sir/Madam,
NEA’s CONTROLS FOR ROAD TRANSPORTATION OF CONTROLLED HAZARDOUS
SUBSTANCES
To protect and safeguard public health and safety, road transportation of various
hazardous substances is regulated in Singapore by National Environment Agency (NEA)
under the Environmental Protection and Management (Hazardous Substances)
Regulations (“EPM(HS) Regulations”).
Reminder on Transportation of Hazardous Substances
- Individuals and entities involved in the road transportation of controlled hazardous
substances (including but not limited to importers and exporters of such substances,
hauliers, and logistics service providers) are reminded to ensure that such transportation
are carried out in accordance with NEA’s approved transportation routes and allowable
transportation quantities (i.e. maximum unit packaging and quantities per trip). The
transportation should also adhere to NEA’s stipulated timings as follows:
(a) Transportation from 9am to 5pm from Monday to Saturday only; and
(b) No transportation on Sundays and public holidays.
- For more information on the road transportation of controlled hazardous
substances, please refer to NEA’s website at:

hazardous-substances
Inter-Gateway Transport of Transhipment Containers Containing Hazardous
Substances
- PSA currently undertakes the inter-gateway transport of transhipment containers
between its terminals in Singapore.
- With effect from 1 Jan 2021, PSA’s inter-gateway transportation of transhipment
containers containing hazardous substances exceeding the maximum unit packaging
limits stipulated in Annex A will no longer be permitted on public roads. Instead, PSA
must transport such containers between its terminals using Dangerous Goods (DG)
barges that are certified with MPA.
- For transhipment containers that are permitted on public roads, NEA’s other
controls for the road transport of hazardous substances (such as maximum transport
quantities and maximum unit packaging) remain applicable, save that the inter-gateway
road transport of such containers by PSA along fixed pre-approved routes may be carried
out from 7am to 7pm daily (including public holidays).
- NEA would like to remind all stakeholders to comply with all the relevant controls
related to the road transportation of hazardous substances. Any person found guilty of
an offence under Environmental Protection and Management (Hazardous Substances)
Regulations shall be liable for prosecution action by NEA.
